ASTRO PRINCIPALS Prior to forming ASTRO Systems, the founders and management personnel of the company were either senior directors or executives of major multi-national corporations with prominent positions in the telecommunications and electronic data processing fields. Each principal at ASTRO has been actively engaged in the information and communications industries in excess of thirty years, serving clients in all continents. RALPH L. MILLER Mr. Ralph L. Miller is the President of ASTRO Systems. He has over 30 years experience at various levels of management in the field of telecommunications, involving a wide array of systems, including landlines, tropospheric scatter and microwave systems, specialized earth station arrays, and optical communication systems. As President of ASTRO and its predecessor company, he has been directly involved with the design and implementation of state-of-the-art communications programs around the globe. These have included numerous satellite earth stations (both for INTELSAT and domestic U.S.A.); fiber optic cables; high speed telemetry systems; HF communications networks; an integrated police communication system; and a naval telecommunication station. Similarly, Mr. Miller has actively participated and supervised engineering efforts in the design of LAN/WAN computer networks, software programming in several high level languages, circuit and packet switching, and deployment of extended voice and data facilities. Other activities have included supervision of construction and integration, contractual interface, and testing and commissioning of complete turn-key systems. THOMAS A. DUNLAP Mr. Thomas A. Dunlap is the Director of Operations of ASTRO Systems, responsible for planning, organizing, allocating and directing corporate resources in support of existing and potential customer requirements. Mr. Dunlap has more than 30 years experience in the field of telecommunications, primarily as program manager of a broad range of projects and technologies, including system design, installation, testing, maintenance and operation. His technical background includes; fixed and mobile HF, VHF and UHF, point-to-point microwave, and complete satellite earth station terminals. Mr. Dunlap also provides engineering support to project teams in a variety of such tasks as site surveys, overall configuration of voice and data networks, and deployment and commissioning of telecom facilities. In this regard, he has been recently involved in the engineering, furnish and installation of integrated data and telephone networks at a number of locations in Iraq, comprising fiber optic cabling, VSAT terminals, redundant server farms, distribution data switches, routers and firewalls, VOIP and VTC, and large UPS and generator backup. JOHN E. FREY Mr. John E. Frey is the Director of Engineering at ASTRO Systems, responsible for providing project teams with technical and engineering support. Mr. Frey has over 30 years of experience in the engineering and management of telecommunications and related fields of endeavor including landlines, fiber optics, satellite terminals, TT&C stations, microwave, radio and scatter systems, map and photo digitization, and elevation data extraction and processing. He has managed the engineering and deployment of major nationwide systems consisting of a large number of satellite antennas and radio stations. In this regard, Mr. Frey was responsible for the engineering of one of the largest telecommunications projects in the world consisting of over 550 sites in Iran. Main activities carried out have comprised site selection, engineering designs, technical specifications, system integration, testing and commissioning, and training. Other areas of expertise include multiplexers, digital cross connects, PCM channel banks, transmission lines, emergency telephone and disaster recovery systems, and backup generators. RICHARD G. LESCALLET Mr. Lescalleet is the Vice President of Sales and Marketing of ASTRO Systems, responsible for developing the strategic direction, sales focus, and sales growth in addition to all marketing aspects of ASTRO. Mr. Lescalleet has over 30 years experience in the field of telecommunications and data communications serving in both technical and administrative capacities. His positions have included Program Manager of a Data Communications contract, Supervising Engineering on a SCADA communications contract, Product Marketing Manager for both analog and digital products, Business Development Director for an international product, Director of Program Management on multiple contracts as well as his current position. Mr. Lescalleet has also actively participated and supervised the engineering efforts in the design of a communication network for a gas SCADA network consisting of over 200 remote locations. His technical background includes installation, testing, maintenance and operation on point-to-point, point-to-multipoint, and troposcatter microwave, echo cancellers, transcoders, smart multiplexers, SONET Multiplexors, and DWDM fiber optic products. He has worked in many international locations and lived for many years in the Middle East. MANUEL F. MARINO Mr. Marino has over twenty years of experience in the planning, evaluation and deployment of development programs, covering almost every aspect of the project cycle, from pre-feasibility and engineering, to procurement and implementation. Throughout the years, he has conducted extensive business development and marketing activities related to the telecommunications consulting industry, involving the fullest range of sectoral issues and facets. Engagements have varied from the institutional strengthening of a telephone company (Guatemala) or a regulatory agency (Turkey), to the introduction of new technologies (Kyrgyzstan) and services offerings (Gabon). He maintains a continuing liaison with international financing and multilateral organizations, and interfaces actively with private and Government agencies that promote and support international development. Mr. Marino is fully fluent in Spanish and is vastly acquainted with the economic, social and political conditions prevailing in developing countries, having visited over 90 countries around the world.
